General Bill relating to the prohibition of smoking in public indoor areas except where a smoking area is designated, also to include in the prohibition licensed child day care facilities. A Bill relating to the issuance and renewal of licenses for private day care centers and approval and renewal of public day care centers, the registration of family day care home operators, and the registration of church or religious day care centers, require all persons (applying for licensure, approval, registration, or seeking employment) undergo a fingerprint review by the SC Law Enforcement Division and FBI. A Bill to enact the “Youth Mentor Act" to require the Attorney General to establish a youth mentor program for nonviolent offenders, consisting of a church mentor program and a community mentor program, and to provide that participation in the program may be required as a pre-trail diversion or as an optional alternative disposition of a case by a family court judge. This bill will also grant court power to order a child to participate in community mentor program. Bill was introduce and read for the first time on 01/18/96, introduced and read to the House on 04/10/96, signed by Governor and went into effect on 05/20/96.

A Bill relating to the criminal information and communication system to provide that the State Law Enforcement Division shall charge a fee not to exceed eight dollars for a criminal record search. An act relating the General Assembly to make certain Legislative findings and to establish the South Carolina Higher Education Excellence Enhancement Program for the purpose of requiring the commission on higher education to enter into contracts with specified private colleges and universities to be used for certain purposes intended to enhance the educational opportunities of low-income, educationally, and socially disadvantaged students. Summary: Staff leasing services
An act relating to the regulation of staff leasing services, so as to change the term “Staff Leasing Services" to “Professional Employer Organizations" and to provide for the licensure and regulation of these organizations that provide employees to business generally on a long term basis; to require two years of industry experience, to provide a grandfather provision for existing licensees providing these services, to establish continuing education requirements, to authorize the Dept. of Consumer Affairs to certify the qualifications of a professional employer organization for licensure, to specify insurance information that an organization must provide to employees and department, and to specify requirements when providing employee insurance. Bill was introduced and read for the first time on 03/16/05, introduced and read to the House on 04/20/05, and became law without Governor's signature on 06/02/05.

Summary: Joint Citizens and Legislative Committee on Children
An Act to amend the Code of Laws on South Carolina, 1976, by adding section 20-7-25 so as to establish the joint citizens and legislative committee on children, to provide for its membership, powers, and duties, to direct the committee to study issues relating to children as it may undertake or as directed or requested by the General Assembly, and to terminate the committee December 31, 2015, unless reauthorized by the General Assembly,- ratified title. Summary: Nonprofit Organizations
An act relating to dissolution of nonprofit corporations by directors, ,members, and third persons, so as to provide that before the Secretary of State may accept for filing articles of dissolution of an existing nonprofit organization executed by a person authorized by this section to take such action, the Secretary of State shall require this person to attach an affidavit to the filing where the person under oath subject to a penalty of perjury certifies that he holds the requisite authority to take such action. Summary: Stroke Prevention Act
An Act establishing a statewide system of stroke care; requiring the Department of Health and Environmental Control (DHEC) to recognize hospitals that are certified to be primary stroke centers and to authorize recognition of acute stroke capable centers. Also Act requires DHEC to adopt and distribute a nationally standardized stroke-triage assessment tool to emergency medical services providers. Summary: Family leave
An act to amend the code of laws of South Carolina, 1976, by adding section 8-11-150 so as to define terms and to provide the circumstances when an eligible state employee may be entitled to paid parental leave upon the birth of a child or initial legal placement of a foster child; and to amend section 8-11-155, relating to the use of sick leave to care for an adopted child, so as to define terms and to provide the circumstances when an eligible state employee may be entitled to paid parental leave upon the initial legal placement of a child by adoption. Effective date 10/01/22.
